The City Manager is appointed by the City Council and serves as the chief administrative officer of the City. He provides leadership to the organization in the implementation of City Council policies and the provision of quality services to the community. The City Manager provides coordination of all City departments through the eight department directors: Police Chief, Fire Chief, Director of Planning and Building, Public Works Director, Finance and Human Resources Director, Parks and Recreation Director, City Librarian and the General Manager of the Wastewater Treatment Plant.

The City Manager is responsible for assuring that City services are performed in accordance with Council policies and within the capability of the City's resources. The City Manager keeps the Council advised of the City's financial condition and the future needs of the City. The City Manager is also the chief personnel officer and maintains all personnel record classifications and salary plans and coordinates all labor relations and negotiations on behalf of the City.

New City Manager Announced - April 29, 2010

The Mill Valley City Council is pleased to announce the appointment of James C. McCann to the position of City Manager for the City of Mill Valley. The City made the appointment at the May 3, 2010 City Council meeting.

“Jim’s skills and experience are an excellent match for the City of Mill Valley,” said Mayor Stephanie Moulton-Peters, “Jim was our unanimous top choice from all the candidates we interviewed, and we are excited to have him assume the responsibilities of the top management position in the City.” Jim was selected from seven finalist candidates, after an extensive search by Bobbi Peckham of Peckham-McKinney, the firm which handled the recruitment process for the City.

Formerly the City Manager of Calistoga for the past eleven years, his responsibilities included supervising Police, Fire, Planning and Building Parks and Recreation, Public Works, Water and Wastewater Treatment, Finance and Human Resources. His accomplishments include initiating a comprehensive update of the City’s General Plan, working with the City Council to prepare short and long term goals and revenue and expense forecasts, serving as the City’s Emergency Services Director; championing the formation of the Calistoga Economic Vitality Group; and managing the development of “Green Initiatives” and environmental sustainability policies in the City’s Climate Action Plan.

“I have a passion for the positive effects which local government can bring to a community,” said Jim McCann. “I genuinely love my job and enjoy the work of local government. I apply this energy and enthusiasm in seeking innovative solutions to the never-ending list of opportunities and challenges facing the community. I openly seek opinions and input from the community and my staff, and I foster broad, diverse and highly effective partnerships with private and public organizations and agencies to support and supplement City activities and services.”

A graduate of Tamalpais High School, he graduated from California Polytechnic State University, San Luis Obispo with a Bachelor of Science Degree in Natural Resources Management (Environmental Sciences and Land Use Law emphasis) and has over twenty-five years of public and private sector experience. Prior to working in Calistoga, he worked in the Cities of Petaluma, Napa, and Rancho Mirage, California, and for a private land and environmental planning firm.

Jim is married to Gretchen Stranzl McCann, a Mill Valley native, and landscape architect. They have two children, a nineteen year old son studying at UC Santa Cruz and a sixteen year old daughter, a junior at Napa High School.

Jim McCann assumed his duties as City Manager on June 28, 2010.
