City Council established the Bicycle and Pedestrian Advisory Committee (BPAC) in 1999 to produce the Bicycle and Pedestrian Transportation Plan which was adopted in 2000. In 2003 and 2008 the City re-established the BPAC for the purpose of updating the Plan. During the 2008 adoption of the Plan, City Council established a permanent committee to meet regularly.
The purpose of the BPAC is to recommend bicycle and pedestrian infrastructure improvements, recommend updates to the Bicycle and Pedestrian Transportation Plan, and provide a venue for public input on matters related to bicycle and pedestrian facilities and programs. The BPAC is an advisory committee to the City Council and City staff with no decision or policy making authority. Staff support is provided by the Department of Public Works and appointed by the Director of Public Works.
Meetings are held on the 2nd Wednesday of every other month, with an agenda posted on the City website. Meetings are open to the public and input from the public is welcome. At least once a year, the BPAC staff consolidates and presents the committee’s ideas and recommended work-plan to City Council.
The BPAC is comprised of five members: one member at large, two bicycle transportation advocates, and two pedestrian transportation advocates. Four of the members must be City of Mill Valley residents. One of the members may be a resident of the unincorporated area of Mill Valley. All members are individuals with a demonstrated interest in developing alternative modes of transportation as well as a balanced interest in community development. Committee members are appointed by City Council to serve for 3-year terms, with a 2 term maximum. The BPAC is chaired by a citizen member elected by the BPAC, and this position rotates annually.
