City Manager Jim McCann announced that Patrick Kelly has joined the City of Mill Valley as Director of Planning and Building. He will begin in this position September 19, 2018.
“Patrick Kelly brings many years of deep experience in the planning field with substantial focus on design and detail. With his respectful and confident style, and strong dedication to customer service, I am confident Patrick will be a tremendous addition to the City of Mill Valley,” said McCann.
Mayor Stephanie Moulton-Peters noted that “The appointment of Patrick Kelly reflects the City’s goal of taking our Planning and Building Department to the next level.” She added, “This includes developing and implementing successful planning programs and policies, and introducing initiatives to improve department processes, all while collaborating with multiple stakeholders. We look forward to working with him.”
Kelly is a Certified Planner through the American Institute of Certified Planners (ACIP) and has over 30 years of planning experience in the public sector for the City of Modesto and the City of Ontario. His most recent position before coming to the City of Mill Valley was as Planning Manager of the Community Development Department in the City of Modesto.
Patrick was selected after a comprehensive interview process that included a community and a technical peer review panel, a standard practice for Director-level positions in order to represent a wide array of perspectives and interests.
Kelly brings extensive experience in current planning, land use and zoning regulations, housing policy, economic development, environmental compliance, transportation, and development review. He holds a Masters of Public Administration from California State University- Northridge and a B.S. in Urban and Regional Planning from California State Polytechnic University- Pomona.
