Hamilton Drive

The City of Mill Valley has partnered with EAH Housing to build 45 rental units on the northern portion of a city-owned parcel, located on Hamilton Drive. The housing proposal (or "project") was approved by City Council on February 5, 2024, and includes building the Hamilton Terrace apartment complex and relocating the existing 38 public parking space, electric vehicle charging and restroom facilities to the adjacent Public Safety Building (PSB) parking lot by reconfiguring the parking lot.  The apartment complex will include one manager's unit and forty-four rental units affordable to lower-income households with annual household incomes ranging between $40,000 to $140,000/year (depending on affordability level and household size), and sixty three residential spaces will be provided on site.  

Next Steps

The City and EAH Housing are working to sign a development agreement and will begin applying for funding to construct the project.  The City anticipates that construction will begin in late 2025.  Please Sign up for e-mail notifications here if you are interested in receiving updates and would like to be notified when applications will be accepted for living in the units (late 2025/early 2026).

February 5, 2024 City Council Hearing

City planners and the EAH Team will present the proposed project to City Council for their consideration and approval.  The project includes: 1) adopting a resolution to certify the Final EIR; 2) conducting first reading to approve an ordinance to rezone the housing site and amend the Zoning Map; 3) adopting a resolution to approve the Lease Agreement and Development Loan Agreement between the City and EAH Housing; and 4) adopting a resolution to approve the design review and tree removal permit applications for the proposed project, subject to the Findings and Conditions of Approval.  

November 28, 2023 Planning Commission Hearing

Public hearing to receive comments on the proposed project, Draft EIR, and planning application for full review and consideration. At the close of the public hearing, the Planning Commission passed a series of resolutions providing its final recommendations to the City Council.  Download the staff report and supporting details from the November 28 agenda.

July 11, 2023 Study Session Staff Report The purpose of this Study Session was to seek further direction on items discussed at the May 23, 2023, meeting, including but not limited to roof form and height, the northern corner of the proposed building and exterior color. No formal action was taken at the meeting.

May 23 Study Session Staff Report At the study session, the Planning Commission discussed the EAH Housing team’s housing proposal. Story poles were installed on the project site from May 18 through June 8, 2023 to provide a visual representation of the proposed building envelope and to provide context prior to the study session hearing.

Environmental Scoping Meeting (January 12, 2023).

City Council Meeting, in person (September 19, 2022). City staff will present a series of recommendations based on preliminary site planning and community outreach, including the relocation of 38 public parking spaces, restroom facilities and electric vehicle charging station that currently reside on the northern portion of 1 Hamilton Drive.  Other circulation and additional parking improvements identified during community workshops and focus group meetings will also be discussed.
