Update on 1 Hamilton Drive Affordable Housing: Council and Planning Commission Identify Building Concept to Further Evaluate
At the November 30, 2022 joint City Council and Planning Commission meeting, Council received an update on a proposal to build approximately 40-50 affordable rental housing units on the northern portion of City-owned land, known as 1 Hamilton Drive. Council directed City staff to move forward with assembling a development review package for full evaluation and consideration. City staff and EAH Housing will begin assembling application materials for the development review application, which will then go to Planning Commission and City Council hearings (to be scheduled at a later date).
The development review package will include detailed site plans and architectural design that represent the “T” building concept; environmental review of the proposed scope of the project; terms and conditions of the ground lease to allow EAH Housing to construct and manage housing on the City-owned site; and a tentative parcel map that will include a request to rezone the northern portion of the site to allow multi-family housing.

Scoping Meeting Rescheduled to January 12, 2023 to Collect Input on Environmental Review for 1 Hamilton
As Lead Agency under the California Environmental Quality Act (CEQA), the City will prepare a Draft Environmental Impact Report (DEIR) to evaluate potential environmental impacts associated with the 1 Hamilton project.
City staff is in the process of releasing a Notice of Preparation (NOP) and will post it on the project website (LINK) by the end of December. The NOP initiates a 30-day comment period to collect input on the project description and scope of the DEIR for the proposed housing at 1 Hamilton. City planners will host a scoping meeting during the 30-day comment period to collect community feedback and answer questions about the scope of the project and content of the DEIR. The City has rescheduled the scoping meeting from December 8 to January 12, 2023. The meeting will take place at 6:30pm at City Hall in Council Chambers (26 Corte Madera Avenue, Mill Valley, CA).
