1. Presentation of the Emergency Preparedness Commission (EPC) Annual Report.

2. Consideration of a Resolution Authorizing the City to Enter into the Proposed 2022 National Opioid Settlement Agreements with the Defendants Teva, Allergan, Walmart, CVS, and Walgreens and to Enter into the Proposed State-Subdivision Agreements Allocating Settlement Proceeds; and Authorizing the City Manager to Take all Actions Necessary and Convenient to Implement the Settlements. 

Recommended Action: Adopt Resolution No. 23-___. 


3. Consideration of a Resolution Establishing the City of Mill Valley Flag Policy.

Recommended Action: Adopt Resolution No. 23-___. 


4. Consideration of a Resolution Authorizing the City Manager to Award the General Service Contract for Janitorial Services for the Mill Valley Public Library for a Three-Year Term.

Recommended Action: Adopt Resolution No. 23-___.


5. Consideration of Authorizing the City Manager to Execute a Construction Contract with Maggiora & Ghilott, Inc. for the Frontage Road Force Main Replacement Project in the Amount of $1,549,000 and Authorizing a 20% Contingency of $309,800.

Recommended Action: Authorize the City Manager to execute the construction contract.


6. Consideration of a Resolution Authorizing the City Manager to Execute a Consultant Services Agreement with CSW|ST2 for the 2023 Slurry Seal Project, 2023 Pavement Rehabilitation Project, and the 2023 Patch Paving Project. 

Recommended Action: Adopt Resolution No. 23-___. 


7. Receive the Annual General Plan Progress Report, to be Submitted to the California Department of Housing and Community Development (HCD) and the Office of Planning and Research (OPR), including the Housing Element Annual Report; Adjust the Construction Valuation Threshold Associated with the Affordable Housing Impact Fee; and Consideration of Two Resolutions in Support of the Housing Element Programs, Including: 1) the Collection of the Affordable Housing Fee and 2) a Budget Adjustment and Amendment to the Professional Services Agreement with Covia Foundation, Now Known as Front Porch, to Support the Housing Element’s “House Mill Valley” Home Match Program.

Recommended Action: Receive report, provide direction to staff, adopt Resolution No. 23-___, and adopt Resolution No. 23-___.

8. Hold Public Hearing and Consideration of a Resolution Adopting the Mitigated Negative Declaration for the Public Steps, Lanes, and Paths 220 Project to Allow Development of a Pedestrian Path and Emergency Evacuation Route Between Woodbine Drive and Greenwood Way (continued from the January 23, 2023 and February 22, 2023 Regular City Council Meetings).

Recommended Action: Hold Public Hearing and adopt Resolution No. 23-___. 


9. Introduction and First Reading of an Ordinance Adding Chapter 10.30 to the Mill Valley Municipal Code Regarding the Operation of Electric Mobility Devices.

Recommended Action: Introduce the Ordinance and waive First Reading.
