Fire Chief Chris Tubbs

Chris Tubbs is the Fire Chief for the Southern Marin Fire District. Chris began his career in the fire service in 1978 at the Mercer Island (WA) Fire Department and over his 40-year career, has worked in every rank from Firefighter to Fire Chief. While at Mercer Island, Chris was awarded multiple commendations and recognitions including the Distinguished Service Medal for the saving of a police officer's life. He also spent nineteen years with the Department of Homeland Security / FEMA's Urban Search and Rescue Response System as part of Washington State Urban Search and Rescue Team (WATF-1), where he served first as a Logistician and later as a Task Force Safety Officer (TFSO). During his time with WATF-1 he deployed to Oklahoma City Bombing and Hurricane Katrina, in Gulfport, Mississippi. Chris left Mercer Island Fire Department after serving as the Fire Chief for almost seven years and serving with the Department for over 36 years. Chief Tubbs has been with the Fire District since October 2014. He has been married to his wife Kristi for 36 years and has three grown children who are married and have their own children.

Tom Welch

Tom Welch has 28 years of public safety experience. The last 20 years have been with the Mill Valley Fire Department serving at various ranks to include Battalion Chief/Fire Marshal, Fire Captain and Engineer Paramedic. Tom has been an active participant on many teams and committees throughout Marin County, such as Marin County Urban Search and Rescue Team for 12 years as the Medical Manger and with previous experience as the Plans Section Chief for the North Bay Incident Management Team. He is an active member of the Marin County Fire Prevention Officers Association and the Marin County Fire Chiefs Association. 

Initially, Tom started as a volunteer firefighter with the Old Shasta Fire Protection District and Shasta County Fire Department (Keswick) located outside of Redding, CA, serving 10 years at various ranks to include Fire Chief. His education includes a Master’s Degree in Fire Service Administration as well as the California State Chief Officer Certification. Tom has completed the Executive Fire Officer Program at the National Fire Academy in Emmitsburg, MD.

Ted Peterson

Ted Peterson began his career in public service in 1980 providing pre-hospital care to the citizens of the Napa community he grew up in. In 1984 he became a Paramedic and in 1986 earned a teaching credential and began a part time passion as an educator that spanned 25 years and spread over four counties. He is also known as a bit of an entrepreneur and has assisted many startup businesses and ventures over the years.  

Ted is recognized as a subject matter expert in legislation and EMS system design and function by both the California Fire Chiefs and International Fire Chief Association. He has numerous awards and recognitions over his career including two of which were California's Paramedic of the Year and the California Fire Chiefs Association, Fire Chief of the Year. 

Ted came to the Southern Marin Fire District in 2018 with 16 years of experience as a Chief Officer. Ted lives in Napa with his wife Janice and two grown daughters.

Chief Fred Hilliard

Fred Hilliard began his career in 1991 graduating from the Butte Fire Academy and then volunteering at the Mill Valley fire Department. He grew up as a local resident of Mill Valley and graduated from Tamalpais High School in 1987. After successfully graduating from the fire academy, he volunteered as a firefighter for Mill Valley Fire Department, The Tamalpais Fire Protection District, and The Southern Marin Fire District. Fred was hired by the Skywalker Fire Brigade, Lucas Films LTD as a safety, security, and firefighter in 1999 where he began his professional career in the fire service.

In 2000, Fred was hired by the Southern Marin Fire District as a Firefighter / Engineer where he served the community for 11 years at that rank, then promoted to Captain, Deputy Fire Marshal and moved into the fire prevention division. 

Fred was promoted to Division Chief, Fire Marshal in 2019, making him the first Fire Marshal for the Fire District serving the community by overseeing all areas related to fire prevention and community risk reduction. He has been married to his wife Sandra for 28 years and has two children, ages 17 and 19.
